STEP 2: Soak cashews. Drain and return the cashews to a blender. Add a ½ cup of water and salsa. Blend on high until creamy.
STEP 3: In a small saucepan, warm olive oil over medium heat. Add garlic and turn heat to low and add black beans and spices.
STEP 4: When the tots are cooked, sprinkle black beans in an even layer over the tots. Add cheese sauce and toppings.
